Subtitle: Tokumei(特命)
The top brass on the National Police Agency transfer Lieutenant Takeru Kanbe(神戸 尊), the National Police Agency's Security Bureau Security Planning Division Deputy Director(警察庁警備局警備企画課課長補佐 Keisatsuchō Keibikyoku Keibi Kikakuka Kachō Hosa), to the Tokumeigakari Division. The lieutenant looks for Inspector Ukyō but finds out that he has gone away to a village deep in the mountains to investigate a suspicious death.

Characters appearing/mentioned in the story
Takeru Kanbe(神戸 尊) - Lieutenant Kanbe's first appearance in the series. He was sent by the National Police Agency on a secret six month assignment to observe Inspector Ukyō and determine whether the inspector will be a useful or detrimental presence to the police. Officially, he is ordered to transfer to the Tokumeigakari Division because he screwed up somehow.
Gen'ichi Koike(小池 源一) - Mayor of Mazukari Village. To pay off Furuske's business debts, he and his wife Sadako had already sold everything of value they had owned.
Shinpei Koike(小池 晋平) - Gen'ichi's younger brother. He drives Ki'ichan home on Ki'ichan's trip back to his home after leaving a routine offering for the deity of the mountains. Afterwards, he goes back to the shack where his brother Gen'ichi and monk Haruo were along with Sadako's lifeless body, bleeding from the neck. He is so upset with Gen'ichi for doing something stupid that he starts to beat his brother, forcing Haruo to intervene. The three of them discuss what they need to do to make sure that Sadako's death is ruled a natural death.
After Gen'ichi realizes that Inspector Ukyō is a policeman, they tear down the shack during the night and place a "Private Property Do Not Enter" sign at the edge of the land. When Shinpei finds the Tokumeigakari pair near the shack, he tries to drive the Tomukeigakari pair away, but ends up being interrogated by the inspector instead. He claims that he was near the forest that night because he needed to take a leak on the way back home from work. In the end, Shinpei is unable to withstand Inspector Ukyō's questions and deductions and storms off.
Sadako Koike(小池 貞子) - Gen'ichi's wife with a history of heart problems who passed away recently. She bought a life insurance policy with a three year probationary period for herself almost two years ago with a payout of three hundred million yen. She listed her son Fukusuke as the beneficiary. The village doctor Funaki ruled that her death was natural, caused by acute heart failure.
Fukusuke Koike(小池 福助) - Gen'ichi's son. He is a budding entrepreneur but lacks the business acumen to succeed: five of his businesses have gone bankrupt. On May 5th two years ago, he tried to commit suicide so that he could pay off the debts with his life insurance, but he survived somehow.
On the way to the Mazukari Village, Lieutenant Kanbe finds a drunk Fukusuke sleeping in the middle of the street. The Lieutenant delivers Fukusuke to the Koike household.
Naomi Yamaguchi(山口 直弓) - Ki’ichan's elder sister. Their parents passed away ten years ago. Though she had plans to move to a bigger city and work there, she stayed in this rural village to take care of her brother.
After she saw the disturbing drawing Ki'ichan made the night Sadako passed away, she sent the drawing along with a letter explaining the situation to Inspector Ukyō.
Ki’ichi Yamaguchi(山口 毅一) - Naomi's younger brother whom everyone calls "Ki'i chan." He is an idiot savant who can make amazing nearly photographic drawings based on what he saw. He likes mice, and his drawings always include some kind of animal (except his last set of drawings). He always sticks to a certain routine: for example, he goes to sleep at 10:00 PM. He always makes an offering to the deity of the forest at the same time each night.
In particular, he made a disturbing drawing the night when Sadako died. Gen'ichi, Shinpei, and Sadako are in the room. Sadako lies dead with a pool of blood nearby. A rope hangs from the ceiling, and Shinpei holds a knife, while a shocked Gen'ichi cradles Sadako's head.
Ki'ichan goes missing later in the episode and tragedy strikes. He left behind one final set of four drawings, the only drawings of his that did not include any animals.
Hōshun(法春), Haruo(春生) - Village monk, He grew up with the Koike brothers are are good friends with them. He helped the Koike brothers set everything up so that Sadako's death would be ruled a suicide. He chastises Naomi for calling Inspector Ukyō to the village based on Ki'ichan's "imaginary" drawing.
Tetsurō Manabe(真鍋 哲朗) - Village policeman, He introduced the Tokumeigakari Division to Naomi after she insisted that something terrible must have happened to Sadako. He had heard from his police school buddies that only deadwood policemen that the Keishichō wanted to get rid of got transferred to the Tokumeigakari Division. Gen'ichi's pressures him to convince the Tokumeigakari pair to leave the village.
Funaki(舟木) - Village doctor. He relates to Inspector Ukyo what happened when he visited the Koike household to determine how Sadako passed away. Gen'ichi, Shinpei, and Haruo were already at the house. According to them, Sadako felt ill earlier that day and went to sleep early. Since she did not come back for a while, they checked on her and found that she did not have a pulse. Dr. Funaki never got a chance to inspect Sadako's neck because Gen'ichi held on to Sadako's neck the entire time the doctor was there.
Suzuki(鈴木) - Secretary of Secretariat, Deputy Director(長官官房 審議官 Chōkan Kanbō Shingikan), one of the men who explains to Takeru Kanbe(神戸 尊) his assignment.
Shizuo Satō(佐藤静夫) - Secretary of Secretariat, HR Manager(長官官房 人事課長 Chōkan Jinji Kachō), one of the men who explains to Takeru Kanbe(神戸 尊) his assignment.
Yokota(横田) - Secretary of Secretariat, Counselor(長官官房 参事官 Chōkan Sanjikan), one of the men who explains to Takeru Kanbe(神戸 尊) his assignment.
Tanaka(田中) - Secretary of Secretariat, Chief Inspector General(長官官房 首席監察官 Chōkan Shuseki Kansatsukan), one of the men who explains to Takeru Kanbe(神戸 尊) his assignment.
Kōken Onoda(小野田 公顕) - Superintendent Supervisor Onoda. He is also present at the meeting to explain to Takeru Kanbe(神戸 尊) his assignment.
