 Someone strangles Takatomi Nakajima(中島 孝臣), a former news caster for News Express on the Central Television Station and hangs him high from a steel tower. A short time later, a mail bomb explodes in Hinako Katayama(片山 雛子)'s office, and soon afterwards, someone attempts to detonate a bomb under her car on her way to the airport. Fortunately, Sergeant Kaoru who has been escorting her grabs the radio controlled car carrying the explosive and hurls it away before it explodes, and no one is harmed.

The Tokumeigakari pair are back in their office when Lieutenant Jinkawa rushes in and shows them a surprising discovery he made - someone had posted on a community web site that Takatomi Nakajima(中島 孝臣) and Hinako Katayama(片山 雛子) should be executed and included their execution methods, which eerily mimicked what had happened. The Tokumeigakari pair tracks down and meets the site's founder, who tells them that one of the site's users stole the administrative rights to the site from him and turned it into the current site in which the users put famous people on mock trials, and if they were found guilty, they would be placed on an execution list along with their execution methods.

Looking through the list of the condemned, Inspector Ukyō notices that Takatomi Nakajima(中島 孝臣) might not have been the first person to be killed by this serial killer. Noriaki Kisugi(来生 憲昭), a Tokyo High Court judge, was the first victim, but his death was judged to be a random hit-and-run. The serial murderer left his calling card of chess moves at all three locations.

The Tokumeigakari pair try to contact another person on the list, Yasunaga(安永), but gets there too late - she has already been injected with a lethal dose of a nitro compound, and the killer left the next chess move: g5. They do, however, find the identity of the young woman who tried to visit all four victims before they were killed: Yayoi Morimura(守村 やよい), who is staying at the Business Hotel Meguro Garden. Though Yayoi doesn't talk at first, she eventually talks to the Tokumeigakari pair and reveal vital information to them.

Going back to the webpage and after correctly guessing the password to a protected page, they find out that the killer is obsessed with something called the S File. The killer also chillingly reveals that instead of just targeting the 63 people on the execution list, 4 of whom he attempted to kill, he intends to go after the 30,000 runners and the 150,000 spectators at the Tokyo Big City Marathon...

Takatomi Nakajima(中島 孝臣) - 52 year old former Central Television news caster for the news show News Express whose body was found hanging from a steel tower. He left the station an year ago.

A week before his death, a young woman called numerous times, asking to meet him so that they could discuss something important. He was strangled from behind before his body was hanged from the steel tower.  The killer left the move f6 near his body.

On his new show,  he had made statements supporting the government's position not to pay the ransom to free Wataru Kisahara(木佐原 渡).

Noriaki Kisugi(来生 憲昭) - A judge presiding over the Tokyo High Court who died in a traffic accident two weeks ago. He was in the middle of his daily jogging routine around 6 AM when he was hit by a stolen car that ran a red light. The car was found abandoned in a neighboring town. No fingerprints or personal items belonging to the thief was found. The killer left the move e4 near his body.

He had published a paper supporting the government's decision to not pay Wataru Kisahara(木佐原 渡)'s ransom, saying that he was responsible for his actions since he did not heed the warning to leave the country.

Haruki Ōkōchi(大河内 春樹) - The general inspector reports that they received complaints from Lawyer Kaori Mutō(武藤 かおり) about Sōichi's questioning of Yayoi Morimura(守村 やよい) to the Tokyo Metropolitan Police Department.

Kōken Onoda(小野田 公顕) - General Inspector Ōkōchi visits the Superintendent Supervisor's office to ask him to make a disclosure request to Mutō Kaori (武藤 かおり). He wants to know who Yayoi Morimura(守村 やよい) is, what her role in the serial killer incidents is, and why the lawyer is protecting her.

The Superintendent Supervisor later postpones Yoshinobu Kisahara(木佐原 芳信)'s prosecution for his original arrest and has Mr. Kisahara rearrested on charges of illegal possession of a firearm.

Yonezō Setouchi(瀬戸内 米蔵) - He drops by Representative Hinako's office while the Tokumeigakari pair are in her office. The former minister of justice is now a member of the House of Representatives. He was one of the "Three Old Timers of the House of Representatives (衆議院の三古狸 Shūgiin no san furudanuki)."

Hinako Katayama(片山 雛子) - A member of the House of Representatives. Heisei Mirai-Ha(平成未来派), an environmental watch group she belongs to, recently submitted an amended wiretapping bill which could help shut down the leftist radical group Red Canary. Shortly afterwards, a mail bomb is sent to her office, which injures one of her staff members. She was heading to the airport to get on a plane to Kuala Lumpur for an ecology expo when the bomber struck.

The would-be-killer left the move d4 near the bombing site.

She holds an emergency press conference at the end of the movie.

Okada(岡田) - One of Representative Hinako's male secretaries.

Satoko Yasunaga(安永 聡子) - The serial killer poisoned her at her own clinic, Yasunaga Beauty Clinic(安永美容クリニック Yasunaga Biyō Kurinikku), by injecting her with an overdose of a nitro compound. She stayed past closing hours to organize the patients' medical records and was working alone. He knocked her out with a blow to the back of the head before injecting her with the poison. The web site listed her "poison tongue" she has as a television commentator as the reason she should be executed. The killer left the move g5 near her body.

Five years ago, she voiced opinions on a tabloid TV show supporting the government's decision not to pay Wataru Kisahara(木佐原 渡)'s ransom.

Kōhei Jinkawa(陣川 公平) - Lieutenant Jinkawa drops by the Tokumeigakari office to tell them the shocking discovery he found - Takatomi Nakajima(中島 孝臣)'s murder was announced beforehand on an Internet message board.

Keisuke Shikatebukuro(鹿手袋 啓介) - He discovers the secret of the S file and gives it to Representative Hinako for a price.

Kaori Mutō(武藤 かおり) - The lawyer comes to Yayoi Morimura(守村 やよい)'s side to stop the Sōichi from continuing their voluntary questioning.

Hiroko (ヒロコ) - With two ladies (who probably work at his bar), he attends the Tokyo Big City Marathon as a spectator to cheer Ms. Tamaki and Miwako on.

Lisa(リサ) - Employee for Hiroko's gay bar.

Yayoi Morimura(守村 やよい) - The woman who tried to contact all the murder victims before they were killed. She lives in Sapporo and was born on 4/15/1989. Her original name was Yasue Kisahara(木佐原 康江). She had been staying at a business hotel.

Kazunori Shioya(塩谷 和範) - 27 years old former friend of Wataru, currently unemployed and homeless. He first met Wataru at Yotsuba Denki(ヨツバ電気) when they both worked there part time. He invited Wataru to a NPO, and feels guilty that Wataru ended up going to The Republic of Eldovia(エルドビア共和国 Erudobia kyōwakoku) in his place. After Wataru was killed, he left the NPO and dropped out from college. He even gave up an offer to work at a large company.

He used the pseudonym Kōsuke Asagiri (朝霧幸助) and was assigned the number 11851 at the start of the Tokyo Big City Marathon.

Wataru Kisahara(木佐原 渡) - Five years ago, he was killed by guerrilla soldiers while helping refugees in The Republic of Eldovia(エルドビア共和国 Erudobia kyōwakoku). He was criticized for remaining there in spite of warnings to get out, but was that what really happened?

Charles Alman(チャールズ・アルマン) - He lives in DeBere, Wisconsin, and worked with Wataru in The Republic of Eldovia(エルドビア共和国 Erudobia kyōwakoku). He sends a letter to Wataru's father revealing a shocking truth behind Wataru's death.

runner 11821(ランナー11821) - Participant of the Tokyo Big City Marathon, mistakenly apprehended as the serial killer.

Yūko Arimori(有森 裕子) - Guest runner for the Tokyo Big City Marathon. In real life, she is a Japanese professional marathon runner and a Goodwill Ambassador for the United Nations Population Fund (UNFPA).  She won the silver medal for women's marathon at the Barcelona Olympics and the bronze medal in the Atlanta Olympics. She played herself in the movie.

Yōichi Katayama(片山 擁一) - Hinako's father who has passed away by the start of this movie. He was one of the "Three Old Timers of the House of Representatives (衆議院の三古狸 Shūgiin no san furudanuki)" along with Mikuriya(御厨) and Yonezō Setouchi(瀬戸内 米蔵). Yōichi acted as an intermediary between the other two, who did not get along. He was the Minister of Foreign Affairs for many years.

Kimihiko Mikuriya(御厨 紀實彦) - Former prime minister, one of the "Three Old Timers of the House of Representatives (衆議院の三古狸 Shūgiin no san furudanuki)." He refuses to cancel the Tokyo Big City Marathon even after finding out the serial murderer might try to continue his work there. He is at the starting line of the marathon along with Yonezō Setouchi(瀬戸内 米蔵).

Yoshinobu Kisahara(木佐原 芳信) - Wataru's father. After his son was scrutinized and bashed by the press for the events leading up to Wataru's death, he resigns from his position as a university professor. He asks Ms. Mutō for legal help after his daughter Yayoi is taken in for questioning by the police.

He suffers from stomach cancer, and hist doctors gave him just half a year to live.

Tokio Muneta(棟田 土岐男) - He works at the National Police Agency's security bureau (警備局 keibi-kyoku). He explains that a letter bomb was sent to Representative Katayama's office which lightly injured one of her female office staff member's left hand. He suspects that she was targeted because the group she belongs to, Heisei Mirai-Ha(平成未来派), which recently submitted an amended wiretapping bill which could help shut down the leftist radical group Red Canary. The police want the Tokumeigakari pair to escort her on the way to the airport where she plans to head to Kuala Lumpur to attend an ecology expo.

He later goes to former prime minister Kimihiko Mikuriya(御厨 紀實彦)'s residence in an attempt to convince him to cancel the Tokyo Big City Marathon since it would be virtually impossible to protect Representative Hinako at all the functions she will be attending during the marathon.

He also leads the investigation to search out and apprehend the suspect.

Kiyofumi Haratake(原武清文) - One of the policemen who explains the situation to the Tokumeigakari pair.

Kyōsuke Minase(三奈瀬恭介) - One of the police bodyguards who escorts Representative Katayama on her way to the airport. He is riding a car at the rer and asks what was going on after the mystery bomber caused steel rods to drop in front of the convoy's path, forcing them to stop.

Yūichi Tabata(田畑祐一) - Announcer in the movie, (and announcer in real life at TV Asahi).

Sayaka Shimodaira(下平さやか) - Announcer in the movie, (and announcer in real life at TV Asahi).

Satō(佐藤) - Runner number 51, he was leading at the 5 km mark.

Arugaraido(アルガライド) - Runner from Tanzania who was in second at the 5 km mark.

Kōta Suzuki(鈴木 公太) - Runner number 12 who was among the leaders at the 5 km mark and eventually won the marathon with a time of 2 hours 10 minutes 43 seconds. He was sponsored by Nankyu Department Store(南急百貨店 Nankyū hyakkaten) a department store mentioned in season 1 episode 6.
