Subtitle: Incident Inside the Sakuradamon(桜田門内の変)
The Tokumeigakari pair corner Seiroku Kitō(鬼頭 清六), a serial rape/murder suspect at the top of a building immediately after rescuing his last victim. Ichirōta Todoroki(轟木 一郎太) and two of his subordinates Akio Hitotsubashi(一ツ橋 明男) and Tōru Yamada(山田 亨) arrive at the building a short time later. They convince Kitō to come down from the metal scaffolding at the top of the building and keep him from committing suicide by confiscating a bottle of potassium cyanide. Chief Todoroki forgets to turn in the potassium cyanide and later gives it to Inspector Clerk Hibari Nirasaki(韮崎 ひばり). Kitō had another batch of potassium cyanide hidden in a false tooth in his mouth, but couldn't bring himself to use it and gives it to prison officer Tetsurō Taira(泰良 哲郎). Three people working in the Keishichō(Tokyo Metropolitan Police Department) all decide to act on the same urge to kill Chief Todoroki by using the potassium cyanide confiscated from Kitō. They each use the poison on three different items belonging to Chief Todoroki - his cigarettes, his trumpet, and his snack. Chief Todoroki, however, is unusually lucky, and three different people end up ingesting the poison. Can the Tokumeigakari pair track down the three killers in the Keishichō and determine why three people tried to kill Chief Todoroki?
Miwako comes back from Egypt, staying for a week before going back. She only filled out half of the marriage registration. Things get a bit complicated when Sergeant Kaoru's elder sister Akane Isomura(磯村 茜) unexpectedly drops by and stays in Sergeant Kaoru's apartment, saying things like "I'm thinking about getting a divorce" and "Just because things went well before marriage doesn't mean things will continue to go well after getting married." Will Miwako complete the marriage registration before she goes back to Egypt?
Characters appearing/mentioned in the story
Hibari Nirasaki(韮崎 ひばり) - Inspector Clerk for the General Affairs Department who is known as something of a chatterbox. She warns Ichirōta Todoroki(轟木 一郎太) that people have complained that his trumpet practices were too loud. He hands the potassium cyanide he confiscated from Seiroku Kitō(鬼頭 清六) to her and asks her to bring it to the crime laboratory. She kept some of that potassium cyanide before turning the bottle in to CSI Yonezawa and later used it on Chief Todoroki's trumpet's mouthpiece. She then goes to a church afterwards, perhaps to ask for forgiveness.
Ichirōta Todoroki(轟木 一郎太) - Chief of the investigative division for crimes committed by force for the Keishichō, and works in the yon gakari(四係) of Sōichi. He is suffering from diabetes, is divorced, has a habit of unconsciously putting items into his pocket, owes 30000 yen to Jinpachi Watanuki(綿貫 甚八), and wishes to transfer to the police department's music band.
He lacks delicacy, and as a result, many people don't like Chief Todoroki. For example, during Seiroku Kitō(鬼頭 清六)'s interrogation, all the investigators in the small interrogation room and Kitō cover their noses and try to stay as far away as possible from him because his breath stinks - he ate an entire roasted garlic the night before. Inspector Clerk Hibari Nirasaki(韮崎 ひばり) also warned about his trumpet practices, saying people have complained about the noise.
However, he is a talented investigator. After three people died from the potassium cyanide, he visits Akio Hitotsubashi(一ツ橋 明男)'s home and discovers evidence implicating Hitotsubashi as one of the poisoners and turns it in. He however destroys part of the evidence implicating another culprit before turning it in.
Akio Hitotsubashi(一ツ橋 明男) - Todoroki's subordinate. He sneaks into the crime laboratory at night to steal a bit of the potassium cyanide from the CSI lab. Later that night, he soaks cigarettes in Todoroki's desk in potassium cyanide. Afterwards, he goes to a bar and tries to drink away his guilt. He later dies from potassium cyanide poisoning himself after eating a poisoned chocolate pie.
Some time ago, he confessed to Hibari Nirasaki(韮崎 ひばり) that he liked her, but she declined to go out with him because she already loves someone else.
Seiroku Kitō(鬼頭 清六) - Serial rape/murder suspect caught at the beginning of the episode. In the interrogation room, he confesses that he killed the young women because he loved them so much that he wanted to kill them. He carried potassium cyanide in two places - one in a bottle and the other in a fake tooth inside his mouth. Although Kitō himself didn't commit the murders in the Keishichō, the potassium cyanide ends up being too enticing for three people working there.
Tetsurō Taira(泰良 哲郎) - Police officer working in the detention management division. Seiroku Kitō(鬼頭 清六) hands Officer Taira a fake tooth containing potassium cyanide and tells Officer Taira that he planned to commit suicide with it just in case he was caught. However, he cannot bring himself to follow through with it and asks Officer Taira to dispose the fake tooth and the potassium cyanide. Instead of turning it in or disposing of the poison, Officer Taira later injects the poison into a package of sweets Chief Todoroki keeps in his desk. Next morning, he vomits in the restroom after hearing that someone died from hydrocyanic acid poisoning. He is caught when one of his fellow prison officers reports Officer Taira's sudden departure from the building to the Tokumeigakari pair.
Later in the interrogation room, he confesses that he tried to kill Chief Todoroki because the Chief always said that he doesn't have the face to become a detective every time they met. Since Officer Taira's request to become a detective was constantly rejected, he thought that Chief Todoroki was responsible. However, it turns out that he couldn't do investigative work for a completely different reason: his girlfriend Miyo(美代) is a member of a cult monitored by the Public Security Intelligence Agency (公安調査庁 Kōan Chōsa-chō). He claims that he did not know this and that he is a member of the Caodong school of Budddhism(曹洞宗 Sōtōshū).
Miyo(美代) - Tetsurō Taira(泰良 哲郎)'s girlfriend who is in a cult closely monitored by the Public Security Intelligence Agency (公安調査庁 Kōan Chōsa-chō).
Tōru Yamada(山田 亨) - Chief Todoroki's subordinate. He just recently became a detective. After "borrowing" a cigarette, Chief Todoroki put away Yamada's cigarette pack in his pockets as if it were his own. The next morning, Yamada takes the cigarettes back from Chief Todoroki, not knowing that Hitotsubashi had poisoned them with potassium cyanide. He dies after smoking a cigarette with Sergeant Itami and Constable Serezawa on the sixth floor.
Jinpachi Watanuki(綿貫 甚八) - Inspector who joined the Keishichō's Music Group around the same time as Todoroki. He is a trumpeter in the Keishichō's music band. Jealous that Kitō has a better trumpet than him, he switches his trumpet for Chief Todoroki's instrument, using the excuse that Chief Todoroki owed him 30000 yen. He dies while playing the poisoned trumpet with the rest of the Keishichō's Music Group members on the twentieth floor.
Seigo Kawano(河野 誠吾) - Detective who warns Ichirōta Todoroki(轟木 一郎太) that smoking is not allowed in the Keishichō office. He collects Akio Hitotsubashi(一ツ橋 明男)'s personal belongings after he dies.
Akane Isomura(磯村 茜) - Sergeant Kaoru's elder sister who visits Sergeant Kaoru on the same night Miwako came back from Egypt. She is thinking about getting a divorce and ran away from her home.
Tōru Yasuda (安田 徹) - Public safety director(公安部長 kōan buchō) who suggests that the first two poisoning cases might be an act of terrorism.
Kiminori Katō(加藤 公規) - Security director(警備部長 keibi buchō) who orders all exits/entrances to the Keishichō be sealed after the first two poisoning incidents.
Takayuki Sakai(坂井 孝行) - Keimu buchō(警務部長) who says that the poisonings were most likely an inside job.
Eisuke Takekawa(竹川 英介) - Administrative manager(総務部長 sōmu buchō) who asks whether this means that there is a terrorist within the Keishichō employees.
Kurihara(栗原) - Detention management division officer who tells Tetsurō Taira(泰良 哲郎) that someone died from poisoning. He later reports to the Tokumeigakari pair (who happened to be there while the Sōichi members were out of the office) that his colleague Tetsurō Taira(泰良 哲郎) left work as soon as Officer Taira heard that someone died from hydrocyanic poisoning and did not return to work.
Kōken Onoda(小野田 公顕) - Superintendent Supervisor Onoda was visiting the commissioner(警視総監 keishisōkan) Keishichō building when the building was sealed.
