 Sergeant Kaoru's friend Kōichi Kanetaka(兼高 公一) was murdered in the previous episode. Masayuki Ogasawara(小笠原 雅之) confessed to the murder, but he has maintained his silence since then. Why did Ogasawara kill Kōichi, and why did Ogasawara remain silent after his arrest? Was he protecting someone?

This story arc sets up the difficult decision the Sergeant's makes in the middle of this season.

Locations

Chūrihhi Kūkō(チューリッヒ空港) - Zürich Airport, The Swiss police apprehend Shinichi Tasaka(田坂 晋一) here, then turn him over to the Japanese police for questioning.

Marakka Kaikyō(マラッカ海峡) - Straits of Malacca.

Kepperu kō(ケッペル港) - Keppel Harbor. Kanetaka went to Singapore to look at the cargo in this harbor.

Kinba, Kanetaka Elementary School - The school Kanetaka built using his savings. His wife is a teacher at the school.

Characters appearing/mentioned in the story

Haruki Ōkōchi(大河内 春樹) - This time, General Inspector Ōkōchi summons Superintendent Kakuta and warns him against helping the Tokumeigakari pair, but the superintendent explains that he's actually spying on the pair to make sure that they don't do anything out of line. He does, however, apologize because he has been powerless to stop them thus far.

Yonezō Setouchi(瀬戸内 米蔵) - Former Minister of Justice. He has one final talk with the Tokumeigakari pair in a helicopter before Superintendent Supervisor Onoda takes him into custody.

Masayuki Ogasawara(小笠原 雅之) - Manager of the department dealing with non-ferrous metals at a leading trading company Fuji Shōji(富司商). In the previous episode, he confessed to killing Kōichi Kanetaka(兼高 公一) when he was confronted by Inspector Ukyō but had kept his mouth shut since his confession. He maintains his silence even after his accomplice Shinichi Tasaka(田坂 晋一) is apprehended, and Tasaka talks to the police. But because Sergeant Kaoru personally came in to his prison cell and begged him to explain why Kanetaka was killed, Ogasawara later reveals the reason why he killed Kanetaka to the sergeant.

Kōken Onoda(小野田 公顕) - Superintendent Supervisor Onoda arranges for an isolated setting for Representative Setouchi to talk to the Tokumeigakari pair, then waits for Representative Setouchi to finish his conversation on the ground before arresting the representative.

Kōichi Kanetaka(兼高 公一) - NGO Pelican overseas staff and Sergeant Kaoru's high school acquaintance. In the past, he had helped the removal of land mines from Cambodia. Though it was a dangerous job, the experience hardened Kanetaka's desire to help people even more.

During his three day stay in Singapore starting from the fifth of September, he had visited Keppel Harbor.

He sent a letter to Sergeant Kaoru on 9/17 which reached the sergeant ten days later, only after Kanetaka was killed. In the letter, Kanetaka mentioned that he married a local elementary school teacher. He also invited Sergeant Kaoru to drop by Sarūin(サルウィン) some time, saying that seeing and working with the people there will help the sergeant understand the preciousness of life.

He used his savings so set up Kinba, Kanetaka Elementary School and had mentioned that he was going to build more.

Tamio Kyōgoku(京極 民夫) -Founder of NGO Pelican currently hospitalized at Kowa University Hospital(光和大学病院 Kōwa daigaku byōin). He compared Kanetaka to Botchan from the novel by the same name, though Kanetaka was not as childlike.

In a moment of anger and perhaps weakness, he asks Representative Setouchi if the representative could use his influence in the Ministry of Justice to make sure that Kanetaka's killer is executed. Representative Setouchi then gently reminds his mentor that he Kyōgoku was against taking a life, just like the representative. Representative Setouchi also had not carried out any executions while he was a Minister of Justice.

Shinichi Tasaka(田坂 晋一) - Ogasawara's subordinate and collaborator. He is apprehended at the Zürich Airport in Switzerland and immediately reveals everything he knows to the Japanese police who had followed him.

Kyōko(恭子) - NGO Pelican volunteer.

Yamaguchi(山口) - NGO Pelican volunteer.

Emiko(恵美子) - NGO Pelican volunteer.

Sachiko(佐知子) - NGO Pelican volunteer.

Okuda(奥田) - NGO Pelican volunteer.

Ōtsuka(大塚) - Keisatsuchō member who greeted Sergeant Kaoru when the sergeant met Masayuki Ogasawara(小笠原 雅之). Ogasawara had asked for the meeting so that he could explain why he killed Kōichi Kanetaka(兼高 公一) to the sergeant.
