 It's New Year's Eve. The Tokumeigakari pair, the Sōichi, and even Superintendent Uchimura are planning on going back home to enjoy the time home with their family members. Superintendent Supervisor Onoda, however, has plans for the Tokumeigakari pair and forces them to accompany him to a high class party being hosted by Representative Tominaga, a rising star for the ruling political party. As a result of redeveloping urban areas very quickly, extremists have targeted Representative Tominaga. He has received death threats, and his house had been set on fire.

In spite of this, Representative Tominaga pushes forward with his plans and his life, getting engaged to Kaede Tatsumi(辰巳 楓), his private bodyguard, and hosting this grandiose party. Perhaps as a result of this, Kaede's daughter is secretly kidnapped during the party, and the kidnapper secretly orders Kaede to shoot and kill Representative Tominaga. Inspector Ukyō notices just in time and she misses, causing an uproar at the party. Kaede eventually takes a hotel waitress hostage and orders Tominaga to present himself. Can the Tokumeigakari pair track down the culprits pulling the strings behind this incident and avoid a tragic end to this crisis?

This is the first time we meet members of the left extremist group Red Canary(赤いカナリア Akai Kanaria).

This is also the first time the Tokumeigakari pair dealt with a special case on New Year's Eve, which became something of a tradition for them.

Hoteru Smazon Odaiba(ホテル アマゾン お台場) - Hotel Amazon Odaiba, the hotel where the party is held. The party was held on the 22nd floor, and the gun was hidden on the 14th floor.

Ōi Futō(大井埠頭) - Oi Wharf, The kidnapper took Haruka to a hut located here.

Characters appearing/mentioned in the story

Kaede Tatsumi(辰巳 楓) - Private bodyguard for Tominaga and his fiancee. She was a sergeant in the Kanagawa Prefecture Police Force before taking this job.

Haruka Tatsumi(辰巳 はるか) - Kaede's daughter. She lost her hearing when when was infected with measles.

Takurō Wakui(和久井 拓郎) - Kaede's high school classmate and ex-husband. He wanders by the party drunk to drop off a present for Haruka since he wasn't able to see her for Christmas. However, there is a court order to keep him away from her. After Kaede turns him back at the restaurant's front door, he ends up at the hotel bar, drinking himself to sleep there.

Two years ago, the company he worked for went bankrupt. Unable to cope with this setback, he spent much of his time drunk. He then borrowed money from a loan shark, and their lives became a living hell. As a result, Kaede divorced from Takurō. Around that time, Haruka had contracted a bad case of measles. They both still took turns taking care of Haruka. He was supposed to take care of her while Kaede was working, but he wasn't there the night when she took a turn for the worse. As a result Haruka lost her hearing, and unable to cope with everything going on, Kaede resigned from her job at the Kanagawa Prefecture Police Force.

Hino(日野) - Inspector Hino is the best long range shooter at the Tokyo Metropolitan Police Department.  General Inspector Ōkōchi orders him to end the hostage situation.

Tetsuo Igarashi(五十嵐 哲夫) - Sachiko's elder brother who used Soichirō Kaji(梶 宗一郎)'s name for his own purposes.

Kimiko Igarashi(五十嵐 - 公子) - Tetsuo Igarashi(五十嵐 哲夫) and Shōko Igarashi(五十嵐 祥子)'s younger sister who committed suicide by hanging herself half an year ago. Tominaga's secretary Maruyama(丸山) had one million yen(１００万円) sent to the family as a funeral gift.

Soichirō Kaji(梶 宗一郎) - The leftist extremist who set fire to Representative Tominaga's residence five months ago and threatened to kill the representative. He supposedly bought a large quantity of stolen nitroglycerin. He is eventually arrested in a hideout with his daughter.

Fumiko Kaji(梶 史子) - Soichirō Kaji(梶 宗一郎)'s daughter.

Yōsuke Tominaga(富永 洋介) - Harvard graduate and a member of the House of Representatives and the host of the lavish countdown party. He is engaged to Kaede.

Maruyama(丸山) - Tominaga's secretary.

Shōko Igarashi(五十嵐 祥子) - Waitress taken hostage by Kaede.

Isobe(磯部) - Manager of the restaurant where the party is taking place.

Suzuki(鈴木) - General manager of the hotel.

Suzuki(鈴木) - Security guard who recognizes Tetsuo Igarashi(五十嵐 哲夫) as someone who applied for the security guard job at the hotel two weeks ago and promptly stopped showing up for work. Igarashi got the job after Manager Isobe put in a good word at Shōko's request.

Yamada(山田) - Security guard who recognizes Tetsuo Igarashi(五十嵐 哲夫) as someone who applied for the security guard job at the hotel two weeks ago and promptly stopped showing up for work. Igarashi got the job after Manager Isobe put in a good word at Shōko's request.

Tsujimoto(辻本) - Imperial University School of Law student(帝都大学法学部 Teito Daigaku Hōgakubu) who sells drug to earn money for the Red Canary terrorist group, and also is their financing clerk. He is apprehended at 6:41 PM on New Year's Eve. He has an ill grandmother living in Iwate Prefecture(岩手県).

Yoshioka(吉岡) - Suggested by Superintendent Uchimura as a candidate to lead/supervise this incident.

Endō(遠藤) - Suggested by Superintendent Uchimura as a candidate to lead/supervise this incident.

Kōken Onoda(小野田 公顕) - Superintendent Supervisor Onoda forcibly takes the Tokumeigakari pair to Representative Tominaga's countdown party so that he himself could leave quickly. He then shows up again at the end after all was said and done.

Haruki Ōkōchi(大河内 春樹) - General Inspector Ōkōchi is assigned as the kanri-kan(管理官), or the third highest officer in the Tokyo Metropolitan Police Department on a trial basis. He is asked to take charge of the special situation as a test. He gives up eating his favorite ramune during this test period.
